The head of the Orthodox Church of Kazakhstan, Metropolitan Alexander of Astana and Kazakhstan, performed a litiya for the newly departed Bishop Archbishop in the Iveron-Seraphim Church of his residence in Alma-Ata.

Archbishop Anthony (in the world - Vladimir Ivanovich Moskalenko) was born on September 29, 1940 in the city of Khabarovsk to a family of workers.

Since 1964, he served as a subdeacon under Archbishop Veniamin (Novitsky) of Irkutsk.

From 1965 to 1969, he studied at the Law Faculty of Irkutsk University. In 1973, he graduated from the Law Faculty of Krasnoyarsk State University.

On September 27, 1969, he was ordained a deacon in Novosibirsk, and on October 12, he was ordained a priest by Archbishop Pavel (Golyshev) of Novosibirsk and Barnaul.

He served in parishes in the cities of Krasnoyarsk and Tomsk.

On April 13, 1970, he was tonsured a monk.

From 1970 to 1973, he studied in absentia at the Moscow Theological Seminary, and in 1977, he graduated from the Moscow Theological Academy in absentia. Since 1981, he served in the Khmelnitsky diocese, in the church in the city of Dunayevtsy.

On October 12, 1984, he was appointed rector of the Vladimir Cathedral in Kyiv and Administrator of the Ukrainian Exarchate.

On October 6, 1985, by decision of His Holiness Pimen, Patriarch of Moscow and All Rus', and the Holy Synod of the Russian Orthodox Church, he was elected bishop.

On October 13, 1985, in the Vladimir Cathedral in Kyiv, a host of archpastors consecrated him as Bishop of Pereyaslav-Khmelnitsky, Vicar of the Kyiv Diocese.

On December 30, 1986, he was appointed to the Chernivtsi and Bukovina Diocese.

On January 30, 1991, he was appointed ruling bishop of the newly formed Uralsk and Guryevsk Diocese.

On February 25, 1997, His Holiness Patriarch Alexy II of Moscow and All Rus' elevated him to the rank of archbishop.

On October 4, 2012, at the regular meeting of the Holy Synod of the Russian Orthodox Church, chaired by His Holiness Patriarch Kirill of Moscow and All Rus', the title of the ruling archpastor of the Ural Diocese of the Kazakhstan Metropolitan District was changed. The Holy Synod decided that the diocesan bishop of the Ural Diocese should have the title of "Ural and Aktobe".

Since December 15, 2012 - Chairman of the Audit Commission of the Metropolitan District of the Russian Orthodox Church in the Republic of Kazakhstan.

Since March 24, 2022 - Ural and Atyrau.

By the decision of the Holy Synod of May 27, 2022 (Journal No. 42), he was retired. The city of Uralsk was determined as the place of residence.
